The search for the TOSP was begun by industrialist Jose Concepcion,Jr. Inspired by national hero Jose P. Rizal, Concepcion launched the search on June 19, 1961, Rizal's 100th birth anniversary. Concepcion's goal in establishing the search for the TOSP was to honor students who are exemplars and leaders in their own academic fields and in their contributions to society. Today, the search is a laboratory of sorts for leaders in the fields of governance, business, the academe, church, and civil society.

For the 2012 search, the board of judges was composed of founder Maria A. Ressa, child development specialist Dr. Luis Gatmaitan, AIM Professor Soledad A. Hernando, FunWorks president Francis Kong, and Commission on Audit Commissioner Heidi Mendoza.

Abante now works in government, at the Department of Finance (DOF). In an interview with the Guidon, Abante said that working with the DOF will allow him to gain an understanding of the Philippine situation. He also spoke of his goal of returning to his native Bicol to help organize enterprises there.
